CRB - who pays for it?

I have had two CRBs in the last year, one for working with young people at a church camp, and another because I am a teacher and I moved schools. On both of these occasions the organisations paid for the CRB in full. I also provide respite care / work as a personal assistant for an 11 year old girl with multiple disabilities, and have done so for the last three years. However, I now need a new CRB to continue in this role (as the original one is almost 36 months old), and while the CRB is paid for, I have to pay the fee to the Post Office to confirm my identity. The Headteacher at my school, nor the police officer I work with on an Air Cadets Committee, nor my friend who is a magistrate can apparently be trusted with such responsibility. I have no alternative but to pay the fee, and while I know it is not a huge amount, it still seems rather unreasonable. I should clarify, I think the renewal of a CRB when in continuous employment is a good policy, but should it cost the employee?

Although I broadly agree with you and, for what it is worth, have deep reservations about many aspects of the CRB system you could argue it is not unreasonable.
Suppose you changed jobs shortly afterwards, would you have to pay for the Post Office identification bit again? i.e is that bit personal to you and could be reused even though the CRB itself is not transferrable?
There are quite a number or employment situations where a person has to pay their own professional body's fees even though they are a requirement of the job.
Although some people get free tea and coffee at work the majority don't yet you see few complaints about having to cough up several pounds a week for this.
At the end of the day it is the bottom line that counts.0
