Credit Clean-Up, Thought I'd finished!

I've been trying to help clear my brother's credit file after his BR in '09.
I had to complain to the ICO about a load of companies as they either refused to correct or just ignored letters.
One company I had to complain about wrote back that they would update the records. This was in mid-November. After checking his stat. report tonight, they have yet to update. The ICO wrote to me that they had advised the company that they had not complied with the rules and what they needed to do. So that's another letter to the ICO advising them that the company has yet to comply and to company advising them that they have yet to update.
Another company has updated 3 out of 4 records but the last one they haven't bothered.
The above two are just dates satisfied that need sorted. They have managed to change Default to Settled. However, he now has three new Defaults appearing on his report from debt collection agencies. Hillesden Collections and STI something. One appears to be a credit card debt and the other two I'm not sure, the account numbers bear no relation to anything he had. So that's more letters to them telling them that he was BR.
It seems a never-ending flow of letters to banks to sort this. I don't know why I'm suprised that banks don't know what they're at but you'd think they know a little about what they need to do? And perhaps don't sell debts that are no longer owed?
