NICs Class 2 payment due today, but I'm exempt

I can't get access to the exemption form online, despite updating everything on my computer and the payment is due today. It's £158.60 I owe, but I'm exempt from paying it due to low earnings.
I was told on the phone I can send a covering letter to explain the situation but I need proof, I've yet to receive my completed tax return confirmation through the post. So now I'm stuck.
Shall I just post the letter today, explain the situation, not pay it and tell them they can ask for more evidence? Or just pay it quickly and apply for a refund (not a great option because I'm poor at the moment)?

Did you apply for exemption from weekly class 2 ? It is not automatic, just because your profit has fallen.0

If you did your tax return online just print off your tax calculation. If you sent it on paper before the 31st October 2011 deadline then I would have expected a statement and calculation in the post long before now and would be contacting HMRC to check if they received it.
You need to complete this form, then print it off and send it to the address at the bottom of the form -
