dd has a car loan missed 2 payments therefore late payment charges of 90
can she ask for these back have done over the phone but they said no but shall i put it in writing like the bank letter

Yes and yes are the answers.
Read Martin's article on Claiming back bank charges - it will tell you all you have to know. I tried in vain to get one month's charges refunded by being nice about it. Followed the straightforward procedure in the article and got 3k back in bank charges, and £300 written off on a loan.
