Loans with a poor credit history

Hi everyone!
My OH was naughty with money when he was younger, and when we got together I found out he had, amongst other debts, a personal loan with his bank. The rate is 19.9%... he called LTSB to ask if he could make higher payments each month to them to pay it off faster and they said no (I gues because they want the interest
)
We got a copy of his credit file and there are 2 defaults registered on it. Is there ANY possible chance that he could get a better rate loan elsewhere to pay off the one he has, or is it v unlikely given his credit history? I think I may know the answer to my own question already, but always worth asking x THANKS x
