PAYE Tax advice needed

My husband and I are trying to put in a claim for working and family tax credits. We have come across two issues.
My husbands employer is refusing to tell us his PAYE number.
He is also refusing to provide a P60 as he says my husband didnt pay tax last year.
I had a look at one of his payslips from last tax year and it appears his employer was deducting NI from payslips but not Tax! We want to know the following:
a) is it my husband or his employer that would get into trouble for non payment of PAYE?
b) is he likely to suddenly get a years worth of PAYE tax bill?
c) How do we move forward from here with our Tax credits claim?
We have been advised to speak with Inland Revenue but are worried his employer may sack him if he gets him in trouble. There are various reasons why my husband will be unable to get another job so he cant leave.

How much is he earning each week / month?
If you have his final payslip of the tax year that might help. What were his gross earnings for the year?Signature removed for peace of mind0 -
You don't actually need a PAYE payroll number as far as I know - its an internal reference. Every communication about him to HMRC would have used his NI number and maybe quoted a PAYE number for internal reference.
How much did he get paid in total last year. If its around/under £7k then he possibly didn't pay tax as he didn't earn enough.0 -
OP needs the PAYE reference number to give to HMRC for making a tax credits claim.
As for not paying tax, did alarm bells not ring when his wage slips didn't show the deduction?
It is up to the individual to ensure that tax/NI is paid, so yes your husband may receive a tax bill if he is liable to pay tax.
Also, it does not matter if he paid no tax/NI he should still get a P60.

There are times when due to low pay a P60 would not be issued, but the OP advises that NI has been deducted so that will not apply in this case but may just be a mis-understanding of the rules rather than fraud. It seems strange that NI is being recorded; if it is a fiddle why not fiddle NI and tax. Without the full pay details from the OP it is impossible to tell what is happening so hopefully these details will be posted soon.0

HMRC give an employer a PAYE reference number when they start their business - this is unique to that employer.
It will be on wage slips, P60, P45 or statement of earnings.
The OP needs to ask the employer for this number, the tax office won't give it out.
If memory serves me right, I'm sure that you can supply the address for the finance department instead of the PAYE number....might be worth double checking.
If your husband needs a P60 to give his total earnings for the year, this should be on his final wage slip for that tax year.Stone walls do not a prison make, nor iron bars a cage.0
