Grants/loans for training course

A friend wants to make a career change. He's currently working a job he doesn't like through an agency. The course he wants to go on is 4 days after which he will be in a much stronger position to gain employment which doesn't involve apprenticeship type wages.
He's mentioned a poor credit rating and his bank are highly unlikely to even entertain the idea.
Just wondering if there are any other options I can recommend to him?
I *think* he's 24, not sure if that makes any kinda difference though.
