It is true that the term 'performance management' can have a broader application (to include employees whose performance is managed to encourage them to improve so that they can apply for promotion, for example). However, in the context of the original post, I think it is fairly clear that OP was referring to the management of employees who are viewed by management to be under-performing.
But since OP has not come back, we may never know......I'm a retired employment solicitor. Hopefully some of my comments might be useful, but they are only my opinion and not intended as legal advice.0
