Depends where in the Country you are but see if this applies:
N&M in London and parts of the South pre AfC had a "Cost of living allowance" . On assimilation to AfC this was converted and protected to an R&R premium.
Post implementation new recruits were generally not awarded it. So my thinking is that as you have only been there for 4 years you would not have been awarded it whereas your friend had it when assimilated and continues to have it.0 -
