What letter to send now?

I have recieved a letter from Rockwell Debt Management relating to an unpaid mobile phone bill in 2006.
I responded with the standard "proof it" letter and they have responded with:
1. The mobile phone numbe
2. A list of unpaid bill amounts (4 from February-May 2006)
They have provided no proof that they own the debt or that the debt is mine.
They have asked for the full money or "a firm and realistic repayment plan".
What is the best way to respond to this?

The same letter, but add in that they are in breach of OFT guidelines for failing to provide proof of the debt.
