Which charities would offer grants or loans other than say RNID (if they do?)?
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

How are you going to find charities to apply to? Your local library will have a directory. Because there is such high demand Dear Sir, Would you please send me the application form for your grant XXX. Yours faithfully, J Bloggs is far more likely to be what is wanted.

Are you receiving any benefits? These, especially means tested ones, would be worth mentioning. The charity is unlikely to want to spend their time contacting you again or looking up details of the course - you should probably include them (cost, duration, level, employment statistics).
But a banker, engaged at enormous expense,
Had the whole of their cash in his care.
