Council tax banding mistake?

Hi-
I've just moved in to an apartment block (rented). I had a look on the VOA website for our council tax banding, and there are a variety of different bandings for the flats in our block (from Band C-E).
Is this right? Our particular flat has been banded in Band E whereas a flat only a couple of doors down from us is banded D.
Is it normal for flats within the same block to have different bands, or has an error been made by the council?

perhaps some of the flats have more bedrooms?

most likely the flats are different sizes, with different number of bedrooms as Jenny says. I live in an ex LHA block and every third flat is a 2-bed, in band C, the remainder are 1-beds, in band B. All the 2-beds are identical, and all the 1-beds are identical, so its quite straightforward. You'd need to find out more about the other flats before trying for a rebanding.0

I thought that council tax banding depending on the area in which you live, not the size of the house/flat in which you live.
For e.g.would a 1 bed flat and a 5 bed house on the same street have to pay the same amount of council tax?
In our case- our place is a two-bed apt. There are 3 bed penthouse apts in the same block- so our flat isn't amongst the biggest.0 -
The banding goes on the market value of the property in April 1991. So generally the bigger it is the higher the banding.0
