councils are not keen to to take debt back(unless you are a vulnerable debtor) and may/will insist that you pay the bailiff

they can instruct the bailiff to accept a payment agreement with no further enforcement action as long as the is no default on the Payment agreement If you do have to pay rossendales insist payment is by standing order this is the safest option to guarantee you don't miss a payment (putting you right back where you are now) and there should be no for fee for this payment method
when you agree your date of payment make sure you understand you payment date there is a big difference between to be paid on 1st of each month to reach you account by the 1st of each month(the devils in the detail)
ask the council to confirm the agreement in writing
ask them to give 14 day to get rossendale bank details and set up the payment

Offer what you can afford without going into default on this debt and next yrs council tax it may be that you can guarantee £40/50 a month (don't be scared to offer a relatively small amount in relation to the debt there is no point in making promises you cant keep)
explain this is a minimum payment you will pay more depending on you financial situation as you are self employed

It may be good idea to take proof of your self employed status and vehicle insurance (your vehicle should be exempt)
If you have another car keep it away from the house

If the council agree the with you tomorrow the levy fees will be removed you will be left with no more that £42.50
If they don't you will have to go down the formal complaints route and the local government ombudsman

If you don't understand anything ask someone will answer
