'Choose To Refuse' - what does the banned caller hear?

As the title says
If a banned number tries calling, what does the caller hear? If it's an auto-dialler, what does the system do?
Does the caller/bot realise/know they're banned? Or do they just hear a blank line? Or...what?

The caller gets a recording saying you don't take calls from them. They don't get charged for the call!0
