Identity Fraud.. I think.

Hi i have a bit of an issue..
just over 2 years ago now i moved in with my brother for about 6 weeks, i was moving away and had just left my job. i claimed job seekers for these 6 weeks to get me by before i moved.
When i eventually moved my brother fell out with me for family reasons, meaning he didnt like the fact he was left doing all the things i had done over the years for our mother :-s...
After about 6 months of being away, my mam gave me a call one day and said letters were comming for me at my brothers address..
That was all the info i was given at that time.
Then last year i got a call from my mam again saying that vodafone had sent a letter to my brothers saying "we can not complete your order as you have an outstanding ballence of £16".
Wondering what this was about i called them.
The £16 was off a really old bill from years before and was what i owed on my last bill in about 2005. But the reason they had sent it was because they said an order was placed in dec 2010 for a new phone, in my name at my bros address..
As he won't speak to me my mother is in the middle.
I let it be.. but now he has came to my mothers claiming another letter has came saying i got a loan just dec gone for 400 quid.
I am wondering if..
A: when i left, he has got somthing like broadband etc in my name and is receving utill bills.
B: with these bills, ordering stuff in my name and at the same time showing my mother and bad naming me to try turn her against me.
I am lost and have no idea what to do.
I do not have proof of this letter so don't even know if it exists.
Any help would be great!

Sorry to say but I think this is posted the wrong part of the forum, thats why these so may looks and no comments.
Its a massive forum, I know. I think I'd start in the MoneySaving in Families bit and take it from there. I know the title dosn't cover your problem but its a start.
