If you are applying for a 5 day a week job Monday to Friday and do not work BH should the holiday entitlement be advertised at 20 days or 28?

It would be more accurate to state 20 days plus Bank Holidays, as this is the statoury minimum. However some places don't mention Bank Holidays as they are just given. It certainly won't be any less than 20 plus 8 bank hols.0

It can be either. However if it says 25 (or less than 28) then that should be the pre-bank holiday figure as it shouldn't be less than 20 pre bank holidays. Otherwise its on a case by case basis.0
