i owe 400 pounds to tax man im self employed but havent ben earning much will they let me pay it up

I assume he means a payments plan.
A couple of years ago it was pretty easy to get a payments plan put in place (although I was only involved in larger tax amounts). This year it has been pretty tricky to get a plan put in place.
There is a dedicated number to call on HMRC website.
