Stopped getting some perks because of one colleague's actions

At work, we used to get the previous month's magazines for free (normally charge £1.60) and cut flowers that past their display until for free.
It has now stopped because some colleagues abused this and took home 8 bunches of flowers instead of one and in the December magazine, there was a free bar of Lindt chocolate and took the chocolate from about 100-150 magazines and not the magazine.
But these actions are only done by ONE colleague. Almost all of us know who it is. Can we in a small group approach the management and disclose who it is? Everyone feels its unfair that we should get stop getting these perks because of one colleague taking the p1ss.
I have seen this colleague in question on the bus going home on my day off. She had at least 6 bunches of flowers and was boasting to fellow passengers about the perk. She didn't see me on the bus and got off before I did.
I can think of an idea to only restrict the magazine for 1 per colleague.

Perks aren't entitlements. If you have an idea then suggest it - but you have no right to the perks back so it is up to management.0

What makes you think your employer doesn't know already ? I bet they do. I'd keep quiet if i were you, let the others drop themselves in it !0
