e-CVs.net - has anyone heard of / used their services?

I came across a website called e-CVs.net and after about an hour on their site I am concerned that what they are doing is not legal.

I know there are several con sites like mobile phone ringtone downloads and the like but I didn't think there'd be the CV building equivalent. Someone please tell me if a website is allowed to advertise something as FREE and then after you've gone through the process of building your CV they ask you for a fee of £16 before allowing you to download? Nowhere on the site does it tell you that they charge. Otherwise they seem to offer a good service, judging by the live chat I've just had. Unfortunately the rep has evaded my questions about price disclosure.
The reason people don't move right down inside the carriage is that there's nothing to hold onto when you're in the middle.
