First of all sorry for providing incorrect tax figure for 2008-09.
Please see P800 Calculation as per HMRC-
Paye Income - £15040 (£13761.54 as per my records)
Tax Paid - £403.80
Less Tax Allowance - £6035
Chargeble amount - £9005*20% = £1801 - £403.80 paid = £1397.20 outstanding
I have sent them all original P60 and P45 for 2008-09..
I dont know how would I approach them to waive my tax under ESC A19.
Please reply as soon as possible.

Moreover, I am not sure whether it was HMRC mistake which took so long for them to contact me or Employer Mistake as they might have sent their data late. One would hope that as I have received my P60 from employer they have sent copy to HMRC in 2008-09.

I suggest a twin-pronged attack.
1. If 13,761 is correct then you were underpaid by 1,141 and not 1,397.
2. Clearly a mistake was made by HMRC in some element if the 15,040 was incorrect. Overall either HMRC or one of your employers messed up here, probably HMRC on the basis that on this and other sites where incorrect P800s emerge it is usually a blunder from them. So Esc A19 is the second prong of the attack.
As you pointed out, waiting nearly 4 years to hit you with this is contemptible. I can assure you that this has not come from an employer, most businesses have way too much on their hands just keeping afloat without digging into the 07-08 payroll records, if only the same were true of the utter shambles known as the UK tax system.
In my view, one way or another, you should be winning this. Look up previous posts by myself and Pennywise for inspiration, many posters on here have had these daft assessments knocked down to zero.Hideous Muddles from Right Charlies0 -

Thanks for your prompt response. I already sent them my original P60 and P45 for 2008-09 to them on 31 January 2012. As I mentioned earlier I applied for ESC A19 and they refused my claim already. I would like to go for further review.
Can I send letter to ESC A19 team right now or do you want me to wait until they update system with correct figures as per my P60 and P45?

Both at the same time. As you may have already noticed it can take them 2 or 3 months to reply to even the simplest of letters. Given that they need to do some checking, plus you might have a few more rounds to go if they decide to go the distance, might as well get things moving now.Hideous Muddles from Right Charlies0
