Re-claiming course fees - Train 4 Trade Skills

My husband signed up for a Train 4 Trade course 4 years ago, and although has finally finished paying for the course (through an agreement from Barclays), he has not been able to start the course due to a number of reasons. When he initially signed up for the course, the sales rep advised us that a new assessment centre was being built near our home, however this has not happened, and he is unable to travel to the existing assessment centre, even if he was in a position to carry out the course. We have contacted the administration department on numerous occasions and they are not aware of a new assesment centre being built. We feel that we were sold this under false pretences, and would like advice on how we can go about claiming the course fees back.

Work commitments have taken up the time that would have been used carrying out the course work, although this hasn't really been an issue as there wasn't a time limit to complete the course, and the skills were not essestial to his work, but now he has the time to dedicate to the course, the assessment centre nearer home has not materialised. The only available centre is 98 miles from home. There are 7 x 1 week assessments to attend during the length of the course (which should take between 18 months and 2 years). This makes it impossible for him to even consider starting the course. As he has now finished paying for it (it was over 48 months), he feels that he stuck to his end of the agreement, but they haven't theirs. The T&C state that you cannot cancel after the cooling off period.0
