IPA question

Sorry to keep asking questions but wanted some honest advice.
we seem to be one step forward (that i get my head round things) then something else happens which turns everything around
ill try being brief - at the moment my husband wages fluctuate every month he earns basic of 1800 but other months can be as much as 3000 - we worked our expenses to 2500 now i know every OR office will look at this differently but what i wanted to know as always varied will we not get a set ammount to pay every month?
will we have to provide wage slip every month and -2500 to what he earned and forward all of this?
also as it will not be able to be determined if we could afford IPA until the end of the year (as his bonus not guarenteed) what happens on the months he earns say extra but we have no IPA in place i take it this still has to be handed over to OR.
it sounds awful and as much as i agree we should pay back what we can it annoys me that someone who earned less for a year could then be discharged with no IPA and then earn loads after but as i do not know if we will earn enough or not its the uncertanty and having to report in every month that will drive me mad as we will not know where we stand
has anyone got similar situation with their wages fluctauating so much and if so what did the OR do?
hope this makes sense as i still cant quite get in my head how it all works - wish his wages were straight forward i hate the unknown
