Why won't Ebay pull this listing?

I'm pretty certain that this listing is in breach of Ebay's policies in that the seller says he won't accept PayPal (see the final paragraph of the listing);

This is the 3rd time this item has been listed and I've reported it each time but it never gets pulled - and ideas why?

Telling porky pies too. I think you have to have a paypal account to list an item for sale on eBay now don't you? He does have a buy it now offer mentioned in the description. eBay would pull it for that. But then again, why do you care? If I knew the latin or what ever for 'live and let live' I'd insert it here.0

In light of what happened to that violin on Ebay USA the other day I think he's being sensible in saying cash on collection only, come and test it first.0

He even offers a postage option despite demanding cash on collection!0

He offers bank transfer, just because Ebay insist paypal as a payment method doesn't mean he has to accept it, granted he is looking for trouble and people reporting it because they have nothing better to do with their time, but it's still up to him whether he accepts paypal or not. He will get away with it, until he is banned of course or he realises that refusing paypal will cost him the listing and selling fees when the sale falls through.0

Just report it as "fee avoidance" - eBay will soon pull it then...0

He obviously has some kind of Paypal account as it is listed as a payment option and he wouldn't be able to list without one. Not sure why anyone would be that bothered by this though, if someone ends up paying cash on collection they'll have an opportunity to check it. At the moment all I can see is someone who won't sell a guitar ending up with £40 of fees to have to sort out..0

Apart from the fact that the guy lives up a mountain in Wales, which is not the most accessible area, I can't see anything wrong with this listing... Have I missed something?0
