Age limit for CSA payments

Can anyone tell me the upper age limit for CSA payments? The absent parent in this case has a 19 year daughter, his eldest child, who lives with her Mother and who has been receiving to date the higher amount for the first eligible child. I believe my 12 year old twin sons should now be classed as the eldest eligible children in this case but the CSA aren't being very helpful, just for a change, and I've been told that it will take up to 15 weeks to resolve my query. Can anyone shed any light for me?

Any child in the case should be removed on their 19th birthday at the latest.0
