Student grant repayment

I'm looking for advice around the repayment of a student grant that was overpaid to me in January 2010. I received a letter from the student loans company on the 7th Dec 2011, saying that they were writing to recover the money now. I was already aware of the overpayment and had called them in March 2010 to give back the money, the woman i spoke to on the phone refused to take my repayment; they have a record of this call. I called them a few days after I received the letter on 10th Dec 2011 and tried to explain to the woman on the phone I am on DLA and ESA at the moment and have a very low income, and whether I could make an arrangement with them. The woman was very rude to me and afterwards said I must pay £15 on the 23rd of December 2011 and then £20 a month there on otherwise they would send it to a debt collection agency. She sent me an 'Income and Expenditure Questionnaire' which I am in the process of filling out, but would like some advice before sending it back. I haven't paid them any money.

Can anyone help?
