Claiming for utilities etc used for working from home.

I have a few hours self employed work each week from home and a when it started in 2008 I went on a course at my local tax office. I remember the tutor told us that instead of working out the percentage of expenditure on utilities, insurance etc for work purposes that as a general rule of thumb £3 per hour was a figure which was unlikely to be queried by HMRC.

I just wondered if anyone knows what that figure would be now? I'm presuming I could claim more as utility bills and the like have risen.
