Can we reclaim Loan Insurance(PPI)? Experiances Needed!

Hi there,
Can we reclaim Loan Insurance(PPI) back?
I took out a loan 3 years ago and i still have a year left. At the time of taking the Loan out i felt like if i didn't they wouldn't have given me the loan, i think the Insurance was over a 1000 but i phoned up today to Customer Services line, they gave me all the details about the loan but said they didn't have records of how much they charged me for Insurance???!!! The lady also said that if they did reimburse me that i would only get 39 pounds back and that instead of paying 150 pound a month i would end up paying more??!!
How come if i cancelled my insurance now i'd only get 39 pounds back and i'd end up paying more?? I asked the lady this and she said that it gets less and less as they years go past. I should at least get back quarter of the whole total amount for insurance so the offer should be at least 250 pounds.
Can anyone tell me whether i am entitled to the Insurance money back even though it is 3 years in to it and i only have a year left until it is all finished and paid for?
