Tax refund

I am writing this on behalf of my sister in law. I hope someone can help:
She is due a tax refund of £680 for over pating on tax due to her tax code been wrong. The tax office say they cannot give her the refund until they get her P45 (the company is going into administration on the 23rd of this month)
I have spoken nto hthe account for the company today and she says she had done her wage slip for the 4th nov and she was given the full amount! her boss how has only given her her wage slips up until the end of oct!! what a coincidence. To this day she still has not recieved the money. I rand her boss today and he just tried to fob me off saying i need to speak to the manager even tho he is the one that pays the wages.
I really dont know what to do next for her. Surely its theft!! Another problem is she is paid by cash so their is no record of how much he has given her apart from the wage slip. Also their wages were paid just before christmas with the tips money that they get every year!! How cruel.
