problems with electric t shirt purchase

I ordered 2 t shirts online from Electric Tshirts.co.uk. I then heard via facebook that they do not deliver the goods so contacted them to be told my order would take 2 weeks plus so i cancelled the order and received confirmation of the cancellation and refund. three days later they took the money out my account. I have asked for a refund and keep getting promised but to date nothing has been refunded.
What action can i take - this was paid for by a debit card.
