Overpaid tax re age allowance query

I've just found out that my FIL didn't complete a P161 when he turned 65. Can he re-claim the potential overpayment in tax due to the difference in allowances? How is this done?

Would it be:
(£9940-£7475) x (number of years) x 20%

The first element would obviously change with previous years' allowances changing. He pays at the basic rate with income under the £24ish limit.

    how old is he now? or when did he turn 65,

    if he is claiming no earlier than 08/09 - then its a case of phoning up, have details of names of occupation pensions / private pensions, state pension, bank or building society interest/dividends or any other payments,

    before that it need to be in writing. and it is to go back to 05/06 it needs to have been received by 31/1/2012
