Help with Abbey and PPI

Hi, I wonder if anyone can offer me any advise. My OH as got a loan with Abbey National and a couple of days ago he got a letter from them Re: his loan, basically saying about PPI and if he wasnt accepted for it at the time of taking out the loan he might be able to take it out now, or if he had got PPI and didnt want it anymore/had taken it out with another provider, he could cancel it.
Now we want to cancel it after seeing various threads on it and deciding wasnt a very good idea having it, sooo he rings up at Abbey today and thwy have turned round and said he cant cancel it, if he wants to he would have to take out a new loan with a new credit check etc. I think I have read on here that some people have had to do this, but why have they sent us a letter saying we can canecl and now saying we cant?
is there no way we can cancel it without getting a new loan?
Many thanks

I dont know about abbey but certainly with some lenders you cant. Without having word for word what the letter said it is difficult to say if you can force their hand on the basis of the content of the letterAll posts made are simply my own opinions and are neither professional advice nor the opinions of my employers

Im sure I was reading the letter correctly, if its allowed on here I will post the section of the letter word by word where it mentions about PPI
