Try a scraper - one of those small plastic handles with a razor type blade set into it - DIY places have them. Use it as horizontally as you can. This always works for me."Life is not about waiting for the storm to pass...it's about learning how to dance in the rain." ~ Vivian Greene0

Oil may help - works best if surface warm.

We moved into a rental that had a real problem with this. I've been using a scraper and hob-brite every couple of days, and although it's taken time it's looking much better now.0

You can buy a set from hob brite and it includes the scraper and a polishing cloth, worked well when we had a ceramic hob.0
