Try a scraper - one of those small plastic handles with a razor type blade set into it - DIY places have them. Use it as horizontally as you can. This always works for me.

We moved into a rental that had a real problem with this. I've been using a scraper and hob-brite every couple of days, and although it's taken time it's looking much better now.

You can buy a set from hob brite and it includes the scraper and a polishing cloth, worked well when we had a ceramic hob.
