Reclaim Dial Up Charges?

Someone I know got broadband 5 years ago and believed they were being switched from dial up. Unfortunately the dial up charges continued on credit card and have only recently been noticed and cancelled. The dial up service has been unused but charged monthly for five years. Can any of it be reclaimed? If so what is the best way to proceed?
On the phone the company initially offered a refund in part but nothing has been received from them.
