Should I email this agency?

Hey I been trying to contact a person who works in a recruitment agency, I managed to speak to him on thursday and he said he was just going into a meeting and said he would phone back later. I tried to phone the agency before work and after work and there was no answer, should I email the person saying I would contact him on tuesday? Or just phone him on tuesday?
