tax return help

i recently filed my taxes and was owed just over $3500 federal. soon after, i was notified that i owed just over $10,000 for overpayment on a SSDI (disability) claim I filed over 12 years ago. i am told that they are holding my return due to 'outstanding balance owed to IRS'.
can they legally take ALL of my return? i am barely able to work due to broken back plus i have 3 small children so i need as much as i can get back.
i have contacted the treasury department, irs and social security administration and have been told by all that their hands are ties.:confused:
