Tax back on Mechanics tools?

Hi, my OH is an HGV mechanic and has to spend a painful amount on tools. I recently found out that he can claim an allowance for these, or tax back in some way but I'm not sure what the deal is.
Basically, he has receipts for everything he has bought this year (about £500 worth of tools) but none going back any further. He is employed full time but the tools he buys are either replacements or new tools only for use at his job.
Does anyone know where I have should look/what I should get him to do to find out what he can claim. For example, is it just income tax he can claim back or can he claim back VAT also? Does he need to register to claim back VAT (and if so, does it cost to do it)?

I think he can claim tax relief, but not VAT as he is not VAT registered. VAT registration, as far as I know, is for companies and self employed persons, not employees.0
