VAT on delivery?

in N. Ireland
just ordered material and wallpaper in a shop on Boucher Rd. Had previously been told price and that it had to be ordered from england with a delivery charge....of £20!! Paid deposit and on returning home notice I am being charged for wallpaper, material and delivery - then vat on all of the above.... seems a bit rich to me ...is vat added to a service like delivery normally?

I've paid VAT on loads of online sales, never thought anything of it really. It seems to be added on at the end which includes the delivery.0

If it is sent via Post Office VAT is exempt...but if it a courier then VAT is chargeable.

RMs services used to be VAT exempt

If it is a shop rather than a wholesaler where items are marked including VAT I think you could hold out and not pay the extra £4 as they should have said "plus vat" when quoting the delivery charge. It is their mistake, in not quoting you the cost properly. If they quote items like wallpaper and paint brushes net of VAT ithen neglecting to say plus VAT in the case of the delivery would not be seen as a mistake and it should be paid I would have thought.0

A bit late for this conversation perhaps, but I think it's worth adding a note. Although we may not realise, we all pay VAT on practically everything.
I use to work in a shop many years' ago, and it was unreal the number of people who would read the receipt, see the VAT line, and argue with me that they didn't have to pay VAT because they weren't VAT registered or whatnot. Almost everything contains the standard rate of VAT, with exceptions such as stamps, lotto tickets, kids clothes etc. Regardless of who you are, we all have to pay it. Even Starbucks coffee lol
Most of the time, the only reason why one would see a VAT line on receipts/invoices is because businesses and VAT-registered persons can claim back VAT on many VAT-related items. That's why trade centres tend to show prices with and without VAT added on, because a professional firm of decorators will claim back the VAT and so technically they pay the lower price at the end of the day (financial year).0
