Council Tax Rebates for a Previous Property

I challenged the council tax banding on my previous property which was one of a terrace of six identical houses. Three (including mine) were in a higher band than the other three.
I had been living there for about 5 years when I discovered this but after writing, received a letter from the Inland Revenue saying that I had lived there too long and it couldn't be revalued. I didn't realise you could appeal after the six month period.
I moved house three months ago and was wondering if anyone knows if you can claim for a previous property - I may even have the paperwork relating to it still.
