Fly-Tipping. A tax burden

The illegal dumping/disposal of rubbish on country lanes, rented land and quiet town & city streets is costing council tax payers an absolute fortune.
The suggested ideas-some already implimented- range from fines, warnings and even imprisonment. Yet it still goes on.
Should we get even tougher on the culprits? How about confiscation of vehicles and other items involved?
Does anyone have sensible, enforceable and workable solutions to this lucrative, illegal yet growing problem?
Yes, I usually tell it as I see it and respond where I see the need, but never are my comments ment to be taken personally.

    I dont think it is a growing problem its always been there. Vehicles can already be confiscated where its proved they were used in flytipping but the problem is prooving it. Often nobody has seen who did it and there is no paperwork linking the waste to anyone. We already have regulations that mean when you give your waste to someone you are responsible for checking they are going to dispose of it legally but often paper work if forged so these dont work that well. So most councils now take the policy that they just keep clearing it up and then if an area is being used regularly install CCTV or survalence to catch the culprets. Or if a person or group is suspected launching survalence on them. But the people I feel really sorry for are private landowners who are victims of this crime and can end up with bills of thousands to clear it up.
