Lenders who will lend on a flat with 10% deposit (not new build)

I am looking to purchase a purpose built flat in a block of just 4, I was going to go with Chelsea BS but I found in the conditions that the max LTV on flats is 85%. Does anyone know what lenders will do 90% on a flat, I have tried looking on the HSBC site for example and can't find the info.
