Council Tax Rebate

in Cutting tax
Hi Everyone,
I have a similar property to another property on my street which is in the same band as my house which is band C. This other property was sold two years ago. Therefore having followed steps 1-3 using the sale price of this property i calculated my house value at 1991 levels which was 50,000, band B. Does this mean that I may be entitled to a council tax refund and re-banding to band B.
Thanks in advance for any help on this.
