Her Majesty's Revenue and Customs- Overseas

This is not relating to 'cutting' tax but tax generally. If anyone can help it would be much appreciated.

I am British but live in another European country. On completing my Masters in 2007 I travelled a bit and decided to stay in one of the EU countries.

I never informed HMRC about my moving. To let you know, I have NO income in the UK and no savings in the UK save for GBP 7.00(!!) in an old account from years ago, I have no debts back in the UK save for my student loan which I am repaying. Is a person expected to inform the UK tax authorities they are leaving Britain (even when they have no income from the UK) and if they were expected to notify (but did not) might they be subject to any penalties?
