Most employees pay the right amount of tax, Do you?

Got this letter in the post this morning claiming to be from HMRC PAY AS YOU EARN.
It's saying I may need to complete a self assessment if circumstances have changed. They have not. They seem concerned that I'm either paying too much tax or too little by the sounds of the letter.
I'm on PAYE and my Tax Code is correct.
I was wondering if anyone else has had this letter too.
Seems a very strange letter to send to people who are on PAYE, I'll just ignore it as circumstances have not changed.
