Old Housing Benefit Overpayment and Equita

I'm actually trying to deal with this on my girlfriend's behalf as she suffers from anxiety and stuff like this gives her attacks.
Anyway, she has some debt for Newcastle City Council of £390.15 due to Housing Benefit overpayment from 22/09/2008 - 21/06/2009. The debt is being collected by Equita.
She no longer lives in Newcastle upon Tyne, but Stockton-on-Tees instead.
We have sent a letter to Equita and Newcastle City Council explaining her anxiety issues, that she is on medication for it, that she's currently on JSA but in the process of claiming DLA and offered to pay £1 a month. It also had a breakdown of expenses coming out in the minus figures.
They replied with a pretty standard letter saying "We cannot accept the offer. Pay it in full within 7 days or telephone with a revised offer. Failure to comply will result in our Bailiifs calling to enforce the warrants."
So where do we go from here?
