Chance of promotion gone.....where to next?

I work for my local council, and I am currently in a job that is basically obselete as I have been deskilled and lost most of my duties. Granted, we have covered for other teams, but I am stuck in a going nowhere job.

A chance to apply for a job at a higher grade was given out two weeks ago. I registered my interest and sadly myself and a colleague who have had a high regard with other teams did not even get to an interview stage.

I want to develop myself and the job advertised, I have experience due to being an acting assistant manager in a residential home and loads of admin experience.

Sadly, there are no more promotion oppurtunities, and basically I am stuck in this going no-where job.

I can't afford to study, and there will be no point of getting training funded unless I met a certain criteria.

I have considered researching a few cities in the Midlands and further afield to look for work there and to move there.

What shall I do?
