It must be a pretty old survey because it says 'The best site for paying out was Cashback Kings.' They went bust a year ago.
The survey also says '[the two cashback sites] with the most positive perceptions were Top Cashback and Quidco.' Which is pretty much the experience of most people.
The fact is in any line of business you're always going to get reputable companies and shysters who promise much and deliver little. The Cashback community is no different.0
