On CSA1, can I transfer to CSA2?

30% is CS1 for 2 children, that would be 20% if he were on CS2.
Another thread hinted moving from CS1 to CS2 is possible, but only at the discretion of the caseworker: http://forums.moneysavingexpert.com/showpost.php?p=49150047&postcount=4 , or the PWC closing the claim and starting a new one 12 weeks later.
