Council Tax Arrears Charge

I live in Glasgow, and I messed up with paying the council tax this year (got my dates mixed up
), and it has been passed to the Sherrif Court and then to Scott and Co.
I didnt know any of this until the letter arrived from Scott and Co yesterday saying so.
I'm not trying to get out of paying it, just wanted to question the £65 'FEE' they have levied on the account. Is this common practice, and is it something i can talk them out of?
