Prize signed for, but not by me! Help!

I'm having a huge problem with a prize I won back in June. I have finally managed to get the right people to acknowledge my missing prize and send it. After many emails chasing it up as the lady said she would send it weeks ago it turns out it was sent, two weeks ago.
The problem is it was sent via special delivery, to my correct address but was not attempted to be delivered here (I have made sure I have been in as I have been expecting it) but has been signed for by a male that does not live at this address!
I was under the impression that special deliveries can only be delivered to the address on the envelope so that rules out it being left with a neighbour (none of which go by the name signed) and we haven't had a card through the door stating it was left with anyone or to be signed for either.
Does anyone know what I can do about this? Or any idea what could have happened?
