Penalty for late tax returns

in Cutting tax
over the years i've had a couple of penaltys for late tax returns (my fault,I know) of £100, plus intrest add to the amount i owe. DO the inland revenues charges (like the banks) have to be proportionate to the costs?

No - these are set by Parliament. If you do not approve of the government raising money this way you could lobby your MP.0
